On March 17, 2016, in order to strengthen the quality promotion of resisting strength to short circuit of distribution transformers (hereinafter referred to as “DTs”) and guarantee the quality of products supplied, Goods & Materials Department, State Grid, held a reporting meeting with regard to the promotion of DTs’ resisting strength to short circuit in Beijing. At the meeting, the plans with regard to special governance of DTs’ resisting strength to short circuit at provincial levels this year were reported; some the transformer enterprises were interviewed; and solutions for quality problems of DTs were proposed. Nearly one hundred people from Operation & Maintenance Dept. of State Grid, Materials Dept. of State Grid, provincial branches of State Grid, China Electric Power Research Institute (“China EPRI”) of State Grid as well as 69 DT enterprises attended the meeting.
At the meeting, relevant leaders of China EPRI reported the results of sampling checks on DTs and informed us of some typical and representative faults. In order to guarantee the quality of DTs supplied, the Operation & Maintenance Dept. of State Grid put forward three requirements for DT manufacturers from the perspectives of operation and maintenance of DTs:
(1) Great importance shall be attached to the common problems of DTs;
(2) Problems with regard to DT’s resisting strength to short circuit and other problems shall be taken seriously;
(3) There shall be targeted solutions for typical faults of DTs.
Provincial branches of State Grid reported their respective governance plans for DTs’ resisting strength to short circuit; participating DT enterprises also stated their corrective and promoting measures.
It is reported that State Grid will continue to enhance the efforts with regard to the sampling check of DTs. There will be changes in the following five aspects with regard to the sampling check:
(1) Sampling check on partial batches to sampling check on all batches;
(2) The number of sampling per batch: from one to three;
(3) Sampling methods will be diverse; varied sampling methods will be performed for difference DT manufacturers;
(4) More clear corrective requirements will be imposed on defective products identified in sampling checks;
(5) The sampling check will be required in bidding documents; and bidding fee shall include sampling check costs.
This meeting is a targeted reorganization meeting for the distribution transformer industry, which plays an alerting and supervisory role for DT manufacturers. It requires great importance attached to resisting strength from top to bottom and puts forward effective control measures. State Grid’s resoluteness with regard to the improvement of DTs’ quality is evident.
